About Winter Palace
The Winter Palace in St. Petersburg served as a Russian imperial residence and is now part of the State Hermitage Museum. Its association with Catherine II’s court provides context for Russia’s international role during the American Revolution. A specific palace room for the 1780 Armed Neutrality declaration has not been established.
The palace remains within the Hermitage’s main museum complex. It was substantially restored after a fire in 1837, so interiors reflect multiple periods of design and reconstruction. The separately interpreted Winter Palace of Peter the Great is a different property within the wider museum ensemble.
History happened here at Winter Palace
Architect Francesco Bartolomeo Rastrelli built the present Winter Palace between 1754 and 1762 for Empress Elizabeth. It became associated with Catherine II’s court and with the development of the Hermitage collections. Her government promoted the League of Armed Neutrality in 1780 to protect neutral shipping during the international war surrounding American independence.
The league’s diplomatic purpose should be distinguished from recognition of the United States. American envoy Francis Dana sought recognition and other agreements in St. Petersburg without achieving those aims during his mission. The palace supplies a broad imperial-government setting for this history, but the location where a particular declaration was issued remains unverified. Its later fire and restoration further distinguish the present interiors from Catherine’s eighteenth-century court.
