At Leedstown on February 27, 1766, Richard Henry Lee and other Westmoreland County leaders adopted an association opposing the Stamp Act. Subscribers pledged to resist enforcement, protect anyone prosecuted under the law, and withhold business from stamp distributors. The resolutions moved beyond complaint toward organized collective action and personal commitment. Although Parliament repealed the Stamp Act soon afterward, the association helped establish habits of committees, public pledges, economic pressure, and intercolonial resistance that later supported the movement for independence.
