Before its transformation into a capital city, the site known as Waterloo functioned as a small, informal frontier settlement and trading post on the north bank of the Colorado River, used by a handful of families and traders as a base for hunting, trapping, and limited commerce with travelers and nearby Native American groups. Its practical use was minimal and local: a cluster of cabins and a rudimentary store or trading operation served the immediate needs of a sparse frontier population rather than any broader regional economy. The site's function changed abruptly when Republic of Texas President Mirabeau B. Lamar, drawn to its scenic setting and central, defensible location between the settled east and the western frontier, selected the area in 1839 as the location for a new permanent capital, to be laid out and renamed Austin. From that point the site's use shifted entirely from a subsistence trading camp to the seat of national government for the Republic of Texas, with surveyors platting streets, government lots, and a capitol square around the original Waterloo location. Today the former Waterloo site lies within downtown Austin, near the Capitol complex and Congress Avenue, and functions as part of the city's central business, government, and civic district, with its pioneer-era origins commemorated through historical markers, place names such as Waterloo Park, and public art rather than any surviving physical structures.
