They should not be embellished into wartime headquarters use. The site illustrates continuity from colonial travel to national administration. The republic possessed few purpose-built facilities for executive movement. Washington relied on the same commercial infrastructure used by ordinary travelers. Inns and taverns made government mobile by supporting the circulation of officials, mail, and information.

Independence had been won, but relations with Britain remained unsettled and the legitimacy of federal policy remained contested.
