Annapolis constructed the Horn Point fort in 1776 as one of three works guarding approaches to the state capital and its harbor. Earthen ramparts, trenches, and about fifteen cannon were intended to deter British ships and raiding parties. In 1781 Lafayette's troops improved and manned the position while moving through Maryland during the Yorktown campaign. Although the fort never became the scene of a major bombardment, its readiness protected a vital governmental and logistical center.

Near here, at the end of Eastern Avenue, is the site of one of three forts built to defend Annapolis Harbor from British raids during the Revolutionary War. Built in 1776, the fort had major defenses of trenches, earthen ramparts and fifteen cannons. In 1781, when Lafayette was stationed at Annapolis, his troops made the fort fully operational. The trenches provided cover for troop movements between the ramparts and the water's edge.

Naval warfare joined ship handling, commerce, privateering, coastal defense, and international supply. American forces usually operated with fewer ships and resources than the Royal Navy, making local knowledge, initiative, and captured vessels especially important. Ports and shore batteries protected trade and government while sailors carried the war across bays and oceans. The site helps recover the maritime dimension of independence, which was indispensable even when events ashore received greater attention.

The modern marker anchors the event to a particular landscape even though buildings, shorelines, vegetation, and roads may have changed. Visiting the location makes distance and terrain easier to understand and encourages comparison between a short commemorative inscription and a fuller historical record.
