About Conference House (Billopp House)
The Billopp House on Staten Island hosted a peace conference on September 11, 1776. Benjamin Franklin, John Adams, and Edward Rutledge met Admiral Lord Howe, but reached no agreement to end the war. The surviving stone house is now a museum within Conference House Park.
The late seventeenth-century house remains and has been restored to a mid-eighteenth-century appearance. It opened as a museum in 1927 and is operated by the Conference House Association on city park property. Its restored interiors interpret the Billopp family and conference rather than preserving every furnishing from September 1776.
History happened here at Conference House (Billopp House)
Christopher Billopp built the stone manor around 1680 as the center of his Staten Island estate. A later generation of the family remained loyal to Britain during the Revolution. In 1776, British forces used the property as part of their occupation of the island.
On September 11, representatives of the Continental Congress met Admiral Richard Howe here to explore a settlement. Franklin, Adams, and Rutledge participated for the Americans. The conference produced no agreement, and the war continued. Its significance lies in an attempted diplomatic resolution after independence had been declared. The house’s later restoration and museum use preserved an associated building through which visitors can consider both the negotiations and the Loyalist family setting.
