Chappell Hill functioned from its founding in 1847 as a commercial trading town serving the large cotton plantations of Washington County, and its role as an agricultural distribution point expanded significantly after a railroad connection reached the town in 1859, making it a shipping and market center for cotton and other crops grown on surrounding plantations. Beyond trade, the town functioned as an educational center, home to Chappell Hill Female College, a Methodist-affiliated school for young women established in the 1850s that emphasized music, art, and a Christian curriculum, and to Soule University, a companion men's institution. Both schools operated for decades, surviving the Civil War and periodic epidemics, before ultimately closing by the early twentieth century as the wider educational landscape in Texas changed. The former college building later served the town as a public school into the 1920s. Today Chappell Hill functions primarily as a small, well-preserved historic town rather than as an active trade or education hub: its Main Street Historic District and numerous individually marked properties draw heritage tourists to view restored nineteenth-century homes and commercial buildings, and the town is best known today for hosting the annual Bluebonnet Festival each spring, along with other seasonal events that support a local tourism and small-business economy built around its historic character.
