The site preserves sections of the nineteenth century Carillon Canal, including remnants of its lock structures and canal bed, built to bypass rapids on the Ottawa River, though the canal itself was decommissioned and portions of the works have been altered or partly submerged by later dam construction. It is administered by Parks Canada as a National Historic Site. It lies in open ground and is freely accessible to visitors.

British military engineers built the Carillon Canal in the 1830s on the Ottawa River as a defensive waterway following the War of 1812, bypassing the Long Sault rapids. It formed one link in a canal system connecting Montreal to the upper Ottawa Valley. The canal later supported commercial timber and passenger navigation before larger locks superseded it.

Carillon Canal lies on the Ottawa River at Saint-André-d’Argenteuil, Quebec, where rapids once obstructed a major inland route. Its first construction campaign began in the 1820s and produced a working canal by 1833. Along with the Grenville and Chute-à-Blondeau canals, it formed part of a system designed to bypass difficult water between Montreal and the upper Ottawa. The project followed the War of 1812, when the vulnerability of the St. Lawrence route near the American border encouraged British planners to develop a more protected connection toward Kingston and Lake Ontario.
The Ottawa canals linked with the Rideau route, making Carillon one component of a much larger transportation scheme. British military engineers and civilian laborers worked within a landscape already used for Indigenous travel, trade, and river navigation. Excavation, stonework, embankments, water control, and lock construction required substantial effort with the tools available. The resulting locks admitted boats in stages around changes in river level. Their dimensions reflected the original project’s priorities, but those choices later constrained the size of vessels that could pass as commercial expectations expanded beyond the system’s initial military purpose.
Commerce quickly became more important than the movement of troops. Goods, passengers, and regional businesses benefited from improved navigation, while the Ottawa valley’s timber economy created further demand for dependable transport. During the 1870s and early 1880s the canals were enlarged and parts of the system reorganized to accommodate larger vessels. These changes altered channels, locks, and water levels, demonstrating that the canal was an operating infrastructure expected to adapt. Buildings associated with supervision and toll collection reveal the administrative work behind navigation, where engineering depended on staff, maintenance, regulation, and the management of daily traffic.
The construction of the Carillon hydroelectric development around 1960–1963 transformed the river on a much greater scale. Raised water levels submerged former rapids and sections of the earlier navigation landscape. A new lock with a lift of nearly twenty meters replaced the series of smaller steps once required through this reach. Its scale and machinery belong to the twentieth-century combination of power generation and navigation, not to the original British military canal. Earlier remains survived unevenly, leaving evidence of successive systems whose relationships are not immediately obvious from the modern waterfront alone.
National historic recognition preserves the canal’s long role in transportation, while recreational boating has become a principal use of the surviving navigation route. Historic masonry, administrative buildings, older channel traces, and the modern lock allow different phases to be compared. The site is significant because it records continued adaptation rather than the preservation of one original engineering arrangement. Carillon connects the strategic concerns of the post-1812 period with commercial expansion, industrial power development, and later recreation, showing how successive generations changed the Ottawa River to move people, goods, and energy through the same constrained stretch of landscape.
