Penelope Barker is associated with the Edenton Tea Party of October 1774, when fifty-one North Carolina women signed an agreement supporting nonimportation of British tea and cloth. Thomas Barker was then serving as the colony's agent in London. The women's public political action attracted notice in Britain and demonstrated how household consumption could become an instrument of colonial resistance.
